DSA does not examine whether a decision was right. DSA examines whether the decision state technically existed at the relevant time.
A decision state is a technically determinable, time-bound, attributable and neutrally examinable structural state of a named decision.
Critical system effects should not run freely where no sufficiently bound decision state exists.
