Technical doctrine

Decision-state existence before assessment.

DSA does not examine whether a decision was right. DSA examines whether the decision state technically existed at the relevant time.

The decision state

A decision state is a technically determinable, time-bound, attributable and neutrally examinable structural state of a named decision.

No critical effect without prior binding

Critical system effects should not run freely where no sufficiently bound decision state exists.

Information → criticality → bound decision state → release → effect
